XNFM has obtained an Attestation of Conformity to Machinery Regulation (EU) 2023/1230 — the regulation that replaces Directive 2006/42/EC and becomes mandatory on 20 January 2027. We are certified ahead of the deadline, so our European customers can plan without a compliance cliff.

Attestation of Conformity to Machinery Regulation (EU) 2023/1230 — Attestation No. CAC-M.2026.206.C00410, issued 09.09.2026, valid to 08.09.2031.
What Changes on 20 January 2027
The legal basis for placing machinery on the EU market is changing. Directive 2006/42/EC — the "Machinery Directive" that has governed CE marking of machinery for well over a decade — is being repealed and replaced by Regulation (EU) 2023/1230. The regulation was adopted on 14 June 2023 and published in the Official Journal on 29 June 2023.
The critical dates:
- Until 19 January 2027:
- From 20 January 2027:
There is no dual-application grace period. The two legal texts do not overlap. Once 20 January 2027 arrives, machinery placed on the EU market must satisfy the new regulation — there is no option to keep using the directive.
Why This Matters to European Buyers
If you are sourcing bulk solids valves from outside the EU, this date is not an abstract legal detail — it directly affects whether your supplier can legally ship to you.
A supplier whose CE documentation only references the old directive will face a compliance gap from 20 January 2027. For the buyer, that can mean delayed shipments, re-documentation costs, or having to re-qualify a new supplier mid-project.
Because our attestation is already issued against Regulation (EU) 2023/1230, XNFM customers avoid that cliff entirely. This is particularly relevant for OEMs, integrators and plant builders who specify valves into machines with a multi-year delivery and service life.
What the Regulation Changes in Practice
Beyond the change of legal instrument, the new regulation introduces several substantive shifts that affect how machinery documentation is prepared and how valves are specified into systems:
- A stronger risk-based approach
- Digital technical documentation
- New roles and responsibilities
- Cybersecurity provisions
- Provisions for AI and software-driven safety functions
- Expanded scope
For a component such as a diverter valve with a pneumatic or electric actuator, the most consequential standards are the control-system and pneumatic-system requirements — which is where the harmonised standards below come in.
The Standards Behind the Certificate
Our attestation was issued based on examination of the manufacturer's technical documentation against the following harmonised standards. Each one covers a distinct layer of machine safety:
Standard | Title / Scope | Why it applies to a diverter valve |
EN ISO 12100:2010 | Safety of machinery — General principles for design, risk assessment and risk reduction | The foundational standard. Defines the risk assessment methodology applied across the product. |
EN 60204-1:2018+A1:2025 | Safety of machinery — Electrical equipment of machines — Part 1: General requirements | Governs electrical safety for electric-actuated models: wiring, control circuits, isolation and protection. |
EN ISO 13849-1:2023 | Safety of machinery — Safety-related parts of control systems — Part 1: General principles for design | Sets the performance-level (PL) framework for control systems that perform safety functions. |
EN ISO 4414:2010 | Pneumatic fluid power — General rules and safety requirements for systems and their components | Directly applicable to pneumatically actuated diverter valves: air supply, control, venting and safe failure behaviour. |
EN 809:1998+A1:2009 | Pumps and pump units for liquids — Common safety requirements | Applies where the valve is specified into liquid pump and pump-unit assemblies. |
Note on EN ISO 4414: this is the standard that most closely governs pneumatically actuated valves. It addresses the design of pneumatic control systems, pressure regulation, safe exhaust and the behaviour of components under fault conditions — exactly the areas that determine whether a valve fails safely in a conveying system.
Reading the Attestation Correctly
We want our documentation to be understood precisely, so here is exactly what this certificate is — and what it is not.
What it confirms
- CAC Conformity Assessment Center d.o.o. examined the technical documentation submitted by Zhejiang Xingneng Machinery Co., Ltd.
- The certificate states that the product is conformable to (EU) 2023/1230 Annex VI
- On that basis, the manufacturer may attach the CE markingEU Declaration of Conformity
What it does not do
- It is a third-party attestation of conformity based on technical document examination
- It is valid only for the product type and models stated
- A change in design
- The certificate remains the property of CAC Conformity Assessment Center d.o.o. and must be returned if required.
How to Verify This Certificate
We would rather you check than take our word for it. The certificate can be verified independently:
- Go to the issuing body's website: www.conasce.com
- Look up attestation number CAC-M.2026.206.C00410
- Confirm the product (Diverter Valve), the covered models and the validity dates (09.09.2026 – 08.09.2031)
You can also contact the issuing body directly: CAC Conformity Assessment Center d.o.o., Radnička cesta 54/R3, 10000 Zagreb, Croatia — info@conasce.com — +385 (1) 4819 601.
If you need the certificate, the associated test report (Report No. TCF260907188H-MR) or our EU Declaration of Conformity for a specific model, request them with your enquiry and we will send the documentation set.
